Dear Mr. Colonias: In your letter dated August 17, 1999, you requested a tariff classification ruling. You are requesting the tariff classification on an item that is called “The Down Under Dipper” or simply “The Dipper”. The item is mostly plastic with a thin aluminum telescoping shaft and a small area of bristles. It is designed as a golf accessory/gadget. It functions by clamping one end to the shaft of a golf club, and then the telescoping rod is extended while the round end is used to retrieve out of reach golf balls. The “S” shaped clip may be used to hang the gadget on a golf bag. The bristles may be used to clean a golf club. The applicable subheading for the golf accessory called “The Dipper” will be 9506.39.0080, Harmonized Tariff Schedule of the United States (HTS), which provides for “Golf clubs and other golf equipment; parts and accessories thereof: Other.” The rate of duty will be 4.9 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
