The Corn Exchange Building, Suite 400 123 Chestnut Street Philadelphia, PA 19106 RE: The tariff classification of a can of streamers from the United Kingdom Dear Ms. Shapiro: In your letter dated July 7, 1999, you requested a tariff classification ruling on behalf of Unique Industries, Inc. The subject article is a can of “Instant Fun Streamer”. You have submitted detailed literature, in lieu of a sample, which is sufficient for our determination. The product is a spray can that produces a string-like substance for use at parties or in decorating. The fabricated “streamers” come in an assortment of colors. The applicable subheading for the “Instant Fun Streamer” will be 9505.90.4000, Harmonized Tariff Schedule of the United States (HTS), which provides for festive, carnival or other entertainment articles: confetti, paper spirals or streamers, party favors and noisemakers; parts and accessories thereof. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
