Dear Mr. Juliano: In your letter dated February 17, 1999, on behalf of Thermo Web Systems Inc., you requested a tariff classification ruling. You have submitted a sample piece of the doctor blade material. The material is in the form of a strip made of glass reinforced plastics. The strip, which measures approximately 3 inches in width, has been beveled at a 30 degree angle along one edge. It has also been routed along one surface, in a width of approximately 7/8 inch and depth of approximately 1/32 inch, to form a “rebate” so that it will fit into a doctor blade holder. After importation the doctor blade material will be cut to lengths of approximately 17 feet and incorporated with other components into a doctor blade assembly. Doctor blades are used in various sections of papermaking and paper finishing machines. You have indicated that the blades made from this particular material will be used principally in the drying end of the machinery. You request classification in subheading 8419.90.2000, HTS, which provides for parts of machinery and plant for making paper pulp, paper or paperboard. However, that classification is not applicable to doctor blade material imported in material lengths. The applicable subheading for the glass reinforced plastics doctor blade material, imported in material lengths, will be 3926.90.9880, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of plastics, other. The rate of duty will be 5.3 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
