Kenneally Tower Group international 150 Eastern Avenue Chelsea, MA 02150-3352 RE: The tariff classification of a “Drum Web 5585" from Sri Lanka. Dear Mr. Kenneally: In your letter dated February 17, 1999, on behalf of EET Corporation, Knoxville, Tennessee, you requested a tariff classification ruling. The submitted literature depicts a “Drum Web 5585.” It is made of six polyester web straps sewn into a circular shape onto a rubber belting. The article is designed to fit over a 55 or an 85-gallon drum. It is used for lifting and handling the drum. After importation into the United States a metal ratchet will be attached onto one end to secure the article around the drum. The applicable subheading for the “Drum Web 5585" will be 6307.90.9989, Harmonized Tariff Schedule of the United States (HTS), which provides for other made up articles...Other. The rate of duty will be 7 percent ad valorem. Articles which are classifiable under subheading 6307.90.9989, HTS, which are products of Sri Lanka are entitled to duty free treatment under the Generalized System of Preferences (GSP) upon compliance with all applicable regulations. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
