The items which Tignanello Int’l Inc. intends to import are four handbags with outer surfaces of a fabric made from a spandex yarn. All have PVC trim. Style 8700 measuring approximately 11 1/2 x 3 x 8 inches has a flap closure secured by two magnetic snaps, an interior and an exterior zippered pocket, and an adjustable shoulder strap. Style 8701 measuring approximately 12 x 3 x 9 inches has a zippered top closure, an interior and an exterior zippered pocket, and two shoulder straps/carry handles. Style 8702 measuring approximately 10 1/2 x 2 3/4 x 11 inches has a zippered top closure, an interior zippered side pocket, and a shoulder strap. Style 8703 measuring approximately 12 x 3 1/2 x 9 inches has a single magnetic snap closure at the midpoint of the top opening, an interior zippered side pocket, two carry handles, and a detachable shoulder strap. The applicable subheading for the four handbags will be 4202.22.8050, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, with outer surface of textile materials, other, other, other, of man-made fibers. The rate of duty will be 19 percent ad valorem. Item 4202.22.8050 falls within textile category designation 670. Based upon international textile trade agreements, products of China are subject to quota and the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes. To obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
