Russ & Associates 340 Pinyan Place Roswell, Georgia 30075 RE: The tariff classification of steel tubes from Taiwan. Dear Mr. Russ: In your letter dated July 21, 1997, you requested a tariff classification ruling. The products to be imported are welded carbon steel tubes which measure 1.66 inches in outside diameter and 0.0747 inch in wall thickness. The tubes will be imported in various lengths and will be either galvanized or painted and either plain end or swaged on the ends. The tubes measuring 79 inches in length have 2 inch swages on both ends; the tubes measuring 22.25 inches in length have a 4 inch swage on one end only; the tubes measuring 36 inches in length have plain ends. After importation, the tubes will be further processed by bending, drilling and installing attachment hooks and will ultimately be used as the frame works for trampolines. The applicable subheading for the galvanized or painted welded carbon steel tubes, whether swaged or plain end, will be 7306.30.50, Harmonized Tariff Schedule of the United States (HTS), which provides for other tubes, pipes and hollow profiles (for example, open seamed or welded, riveted or similarly closed), of iron or steel, other, welded, of circular cross section, of iron or nonalloy steel, having a wall thickness of 1.65 mm or more, other. The rate of duty will be 1.3 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). Certain welded nonalloy steel pipes from Taiwan are covered by antidumping orders, case numbers A 583-008 and A 583-814. We are therefore enclosing some information on these cases including types of products covered by these orders. We are also enclosing some information on case A 201-805 which covers circular welded nonalloy steel pipe and tube from Mexico. A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
