Central Road Hoffman Estates, IL 60195-1930 RE: The tariff classification of Coin Purses from China Dear Ms. Balice: In your letter dated May 15, 1997, you requested a tariff classification ruling. You have submitted two samples for review. Style No. 28352 is a cotton crocheted coin purse with a metal key ring. The sample measures approximately 3 1/4 inches x 3 inches with a zippered closure. The coin purse is lined in a clear plastic. Style No. 28354 is a nylon sparkle coin purse with a metal key ring. The sample measures approximately 3 inches x 3 inches with a zippered closure. The applicable subheading for Style No. 28352 will be 4202.32.9530, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of kind normally carried in the pocket or in the handbag, with an outer surface of textile, other, other, of cotton. The rate of duty will be 19.3 percent ad valorem. Items classifiable under 4202.32.9530 fall within textile category designation 369. Based upon international textile trade agreements, products of China are subject to quota and the requirement of a visa. The applicable subheading for Style No.28354 will be 4202.32.9550, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of a kind normally carried in the pocket or in the handbag, with outer surface of textile materials, other, other, of man-made fibers. The rate of duty will be 19.3 percent ad valorem. Items classifiable under 4202.32.9550 fall within textile category designated 670. Based upon international textile trade agreements, products of China are subject to quota and the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected.
