The submitted samples, styles 96A-SL8174 and 96A-SL4067 are a woman's blouse and trousers, respectively, constructed from 55% silk, 45% linen woven fabric. The sleeveless blouse features a notched collar, a full frontal opening secured with seven buttons, a left breast pocket with a single button flap closure, pockets below the waist, a hemmed bottom and a self-fabric belt at the waist. The trousers feature a waistband with a single button closure, a zippered side opening and hemmed leg openings with inverted v-shape vents. Your samples will be returned as requested. The applicable subheading for the blouse and belt will be 6211.49.9050, Harmonized Tariff Schedule of the United States (HAS), which provides for track suits...other garments: other garments, women's or girls': of other textile materials: other: blouses... excluded from heading 6206. The rate of duty will be 7.7%. The applicable subheading for the trousers will be 6204.69.6040, HAS, which provides for women's or girls suits...and shorts (other than swimwear): trousers...shorts: of other textile materials: of silk or silk waste: other: other: trousers and breeches. The blouse falls within textile category designation 840 while the trousers fall under category designation 847. Based upon international textile trade agreements, products of China are subject to a quota and the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes.
