Dear Mr. Eisen: This classification decision under the Harmonized Tariff Schedule of the United States (HTS) is being issued in accordance with the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). DATE OF INQUIRY : October 10, 1996 ON BEHALF OF : Avon Products, Inc. DESCRIPTION OF MERCHANDISE : The article is identified as a rectangular-shaped, plastic shampoo container molded in the shape of a Nintendo Game Boy hand-held game. The article measures approximately 6 inches in length and 3-1/2 inches in width, and is constructed of rigid plastic. The article, which will be imported empty and filled with shampoo in the United States, also incorporates a skill game housed in the front panel of the article. The sample will be returned, as requested.
