Box 1392 Minneapolis, MN 55440-1392 RE: The tariff classification of a CD cassette case and an auto accessory pocket from Thailand. Dear Ms. Webster: In your letter dated August 1, 1996, you requested a classification ruling for a CD cassette case and an auto accessory pocket. You have submitted two samples with your request, identified as style 650709, described as an "Auto CD Cassette/Phone Organizer", consists of a cd cassette travel case designed to contain six cd's and four cassettes with a detachable battery storage compartment. The second item is an auto accessory pocket designed to be affixed to a car door. Both items are composed of nylon woven textile material. You have indicated that the samples which were submitted is one item and style and that the second item, the auto side door organizer, will be added as a promotional give-a-way to the consumer without any charge. However, for classification purposes each item will stand on its own merit. The applicable subheading for Style 650709, the CD cassette of nylon textile material, will be 4202.92.9025, Harmonized Tariff Schedule of the United States (HTS), which provides in part for other bags and containers, with outer surface of textile materials, other, other, of man-made fibers. The duty rate will be 19.5 percent ad valorem. The applicable subheading for Style 650709, the auto accessory pocket, will be 8708.29.5060, HTS, which provides for other parts and accessories of motor vehicle bodies, other. The duty rate will be 2.9 percent ad valorem. Items classifiable under 4202.92.9025 falls within textile category designation 670. Based upon international textile trade agreements products of Thailand are subject to the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes. To obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
