Service Road Champlain, NY 12919 RE: The tariff classification of a handbag from China Dear Ms. Cooper: In your letter dated June 24, 1996, you requested a tariff classification ruling on behalf of ELPRO International Ltd., Canada. The sample submitted with your request, no style number, is a handbag approximately 7 1/2" x 11" x 3" in size with a PVC shoulder strap. The bag has two interior compartments with zipper closures and an exterior pocket with a snap closure. The outer surface is composed of PVC with a cotton tapestry front panel. The PVC comprises approximately 75% of the outer surface and imparts the essential character. The applicable subheading for the handbag will be 4202.22.1500, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of sheeting of plastic. The rate of duty will be 19.2 per cent ad valorem. Your sample is returned. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
