Suite 700 Bellevue, WA 98006 RE: The tariff classification of an infant stroller seat from Thailand and China Dear Mr. Killea: In your letter dated May 17, 1996 you requested a tariff classification ruling. The item concerned is a cut piece of padded, 100% polyester fiber with three, sewn-in, hard plastic inserts. The item measures 3'9"L X 2'8"W. The three hard plastic inserts measure 1' in width and 7«", 5«" and 10«" in length. It has four, " length, sewn-in, cloth strips with widths of 6", two of 8" and 10". It has an attached restraining strap measuring a total of 1'9«" in length and 30 metal button snaps, variously placed. The function of this item is to serve as the seat portion of an infant stroller. You state that the item is being imported on behalf of Graco Children's Products of Morgantown, Pennsylvania. The applicable subheading for the infant stroller seat will be 8715.00.0040, Harmonized Tariff Schedule of the United States (HTS), which provides for Baby carriages (including strollers) and parts thereof: Parts. The rate of duty will be 4.4% ad valorem. There are no visa requirements on this item if it is imported separately from the rest of the stroller. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
