Evan Grunfeld, Desiderio, Lebowitz & Silverman LLP 245 Park Avenue New York, NY 10167-0002 RE: The tariff classification of a men's hunting-type vest from Hong Kong. Dear Mr. Evan: In your letter dated March 21, 1996, on behalf of Tommy Hilfiger U.S.A., Inc., you requested a classification ruling. A sample was submitted for examination and will be returned as per your request. The sample submitted Style No. 880586531 is a hunting-type vest. The vest consists of polyester knit mesh fabric on which are sewn pockets and trim that are constructed from woven 60% cotton 40% nylon fabric. There is a patch of quilted construction on the upper left shoulder of the garment. The garment is sleeveless with a full-front zippered closure, a v-neck. The four patch pockets sewn on the front have multiple compartments which are secured by hook and loop zippered closures. The vest also features a large patch pocket on the back with two compartments that are secured by zippered hook and loop closures. The applicable subheading for Style No. 880586531 will be 6114.30.3060, Harmonized Tariff Schedule of the United States (HTS), which provides for other garments, knitted or crocheted: Of man-made fibers: Other, Other: Men's or boys'. The duty rate will be 15.9 percent ad valorem. Style No. 880586531 falls within textile category designation 659. Based upon international textile trade agreements products of Hong Kong are subject to quota and the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected.
