Box 45187 St. Louis, MO 63145 Re: The tariff classification of multi purpose bags from Korea Dear Mr. Epstein: In your letter dated July 7, 1994, you requested a tariff classification ruling on behalf of your client, Kalimar, Inc. of Chesterfield, MO. Two samples were received with your request, the "Kalimar XL-900" and the "Kalimar Voyager." Both: Exterior Surface: Woven Textile (55% ramie/45% polyester) Interior: Textile manmade fiber. Bags come with dividers. Dividers and lining incorporate a hook and loop system which enables the owner to customize the interior into specific compartments. "Voyager": Size: 10" L x 8" H x 5" W. Closure: Double zipper - top. Pockets: Two external pockets with top zipper closures Carry: Adjustable webb shoulder strap. -2- "XL-900": Size: 19" L x 11" H x 11" W. Closure: Textile webb strips with plastic snap fasteners. Pockets: Four external pockets, three have hook and loop top closures, one has a top zipper closure. Carry: Textile webb handle plus a textile webb shoulder strap. The applicable subheading for "XL-900" and "Voyager" bags will be 4202.92.9035, Harmonized Tariff Schedule of the United States (HTS), which provides for trunks, suitcases, camera bags and similar containers, with outer surface of textile materials, other, other, other. The rate of duty will be 20 percent ad valorem. Items classified under 4202.92.9035 fall within textile category designation 870. Based upon international textile trade agreements, products in category 870 from Korea are subject to visa requirements and quota restraints. The designated textile and apparel category may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Since part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes, to obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraints Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office.
