Dear Mr. Blackmon: This is a supplement to the Customs Ruling # DD 854676 dated August 15, 1990, issued in response to your request dated July 21, 1990. The ruling described the item as a 100% cotton knitted hammock with a crocheted border. However, the construction is not considered a knit fabric. It is made by twisting and intertwining cotton cords. The cords form an unstable open mesh that slip around easily. The cords are not anchored.
