Box 9200 Allentown, PA 18105-9200 RE: Importing baby shoes Dear Mr. Topete: This is in reference to your letter dated January 19, 1990, requesting information on importing baby shoes from Mexico. Enclosed is a book called Importing into the United States. This book explains the procedures and regulations that must be followed to import into to the U.S. The tariff law of the United States is the Harmonized Tariff Schedule of the United States Annotated (HTSUSA). It is best to obtain a ruling on the tariff classification that will be assigned to the imported goods prior to importation. To obtain a ruling you should send a ruling request to any Customs District Director or to the Area Director of Customs, New York Seaport, 6 World Trade Center, New York, N.Y. 10048. A leaflet entitled "District Rulings Program" is enclosed; it will inform you as to what information must be included in your ruling request. It is important to include a sample when requesting classification of footwear. To obtain the appropriate Customs forms contact the Customs inspector in Allentown, James Moran at 215-266-1042; or the port director in Harrisburg at 717-782-4510.
