SUMMARY: The Coast Guard is establishing a temporary safety zone for certain navigable waters of the Manitowoc River and Manitowoc Harbor in Manitowoc, WI during the Balloon Glow Fireworks event. This temporary safety zone is necessary to protect spectators, mariners, vessels, and property from potential hazards associated with a fireworks display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Lake Michigan. DATES: This rule is effective from 8:30 p.m. through 10 p.m. on August 16, 2019.
