The Commission is publishing this notice to solicit comments on the proposed rules from interested persons. I. Board's Statement of the Terms of Substance of the Proposed Rules On December 15, 2015, the Board adopted new rules, a new form, and amendments to auditing standards (collectively, the “proposed rules”) to improve transparency regarding the engagement partner and other accounting firms that participate in issuer audits. The text of the proposed rules is set out below. Rules of the Board and Amendments to Auditing Standards The Board adopts: (i) New Rule 3210, Amendments, and Rule 3211, Auditor Reporting of Certain Audit Participants; (ii) new Form AP, Auditor Reporting of Certain Audit Participants; and (iii) amendments to AS 3101 (currently AU sec. 508), Reports on Audited Financial Statements, and AS 1205 (currently AU sec. 543), Part of the Audit Performed by Other Independent Auditors.
