SUMMARY: The Department of Commerce (“Department”) preliminarily determines that certain small diameter graphite electrodes (“SDGE”) are being exported from the United Kingdom (“U.K.”) to the United States by UK Carbon and Graphite Co., Ltd. (“UKCG”) in circumvention of the antidumping duty order on SDGE from the People's Republic of China (“PRC”), [ 1 ] as provided in section 781(b) of the Tariff Act of 1930, as amended (“the Act”).
