Dear Mr. Barnard: In your letter dated December 15, 2003 you requested a classification ruling for a woman’s blouse on behalf of The Limited Stores, Inc. The sample will be returned, as requested. Style CSMT6559SU4 is a woman’s blouse constructed from 100 percent lyocell knit fabric with more than ten stitches per centimeter in both the horizontal and vertical directions. The sleeveless blouse has shirred shoulder coverage on one side and a shoe lace-like string on the other, which is tied at the top. The garment also has overlock stitching finishing the bottom, and a side slit at one side. The applicable subheading for style CSMT6559SU4 will be 6106.20.2010, Harmonized Tariff Schedule of the United States (HTS), which provides for Women’s…shirts, knitted or crocheted: Of man-made fibers. The duty rate will be 32% ad valorem. The garment falls within textile category designation 639. Products of Saipan, Northern Mariana Islands are neither subject to quota restraints nor the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. To obtain the most current information, we suggest that you check, close to the time of shipment, the U.S. Customs Service Textile Status Report, an internal issuance of the U.S. Customs Service, which is available at the Customs Web site at www.cbp.gov. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
